The hat appears to have a double eagle on it. Which is the symbol of empire. Both Russia and Austria Hungary were using the double eagle symbol in the late 1800- WWI. Germany was using a single headed eagle at that time. I found a picture of an Imperial Austrian Shako cap with a double eagle on it, but it wasn't an exact match the wings were off.
